FINED FOR SOLICITING ALMS WITHOUT A LICENSE Clarence Shippee and Martin Cohen, who for the present make their lame in the South End, were given a sharp rebuke by Judge Ahearn in Roxbury Court today, when they were charged with soliciting alms without a license. According to the police both claim they are veterans. Shippee. they say, has an artificial leg, but removes It to get sympathy, while Cohen sings for gatherings about the street. Cohen is apparently physically well. Patrolman James J. Hinchev of Dud-l-st Station arrested the defendants Monday. Judge Ahearn fined each $20 and told officer Hinchev to secure a warrant for the arrest ox Cohen
